Voicemail - External Notify

In the Voicemail settings there's an External Notify option that's currently populated with: /var/lib/asterisk/agi-bin/vmnotify-newvm.php

Is there any documentation or anyone know if i can use this to achieve what i'm after. the vmnotify-newvm.php file is encoded so i cant see what it's actually doing.
